Can I add columns and rows or move columns in a table?

Some of your question depends upon the database used. Columns can be maintained by editing the table (right mouse click on table name and select Edit)
Adding rows is adding records to a table - that is the data.
There is no real need to move columns. Can be done but depends a lot upon the database. For some examples see this post → How to change fileds order in tables (Libre Base)?
