Not sure why this problem has begun; I’ve attempted every resolve I can think of but to no avail;

Your screenshot does not contain any formatting characters (Ctrl+F10) and cannot be used.
In order to be able to make a statement, it is useful if you upload a short sample file (not a screenshot) in which the problem is present.
And please specify the operating system, the LibreOffice version and in which file format you are saving. Thank you.
If you create bullets with the toolbar button (or equivalently Format
>Bullets & Numbering
), you can get strange results depending on your editing history (sequence). This one-size-fits-all feature has been implemented as a “compatibility” courtesy service for the M$ Word workflow. The main failure reason is the difficulty to determine which item belongs to which list (many many list patterns exist, only limited by user’s imagination, e.g. you can even have interleaved independent lists! which could fit with what you experience).
The only way to get reliable results, immune to editing history hiccups, is to format your list with combined paragraph style + list style. Unfortunately, the notion of list style is rather difficult to master because this concept does not exist is the widely known Word workflow.
Please, follow @Hrbrgr’s request for a sample file. I’d say you’re a victim of direct formatting.
