CALC - Date in cell problem, Change cell format to date but it doesn't change the format of the date

I copied some data from an excel spreadsheet. That was the only option to download my parts list from Mouser.com
I copied the same cells to Calc. The date was shown as 14-Dec-17 in the cell.
I selected the cells and formatted cells as date. The only thing that changed was in the input line for the cell, it added ’ in front of the date '14-Dec-17

Also when i click in the input line the ’ shows up in the cell too but doesn’t when not being edited.

I thought that was weird that it did that. If I go to the input line and delete the ’ press enter on the keyboard the cell changes to 12/14/17

Now I can go ahead and fix them like that, only a couple hundred of rows but It didn’t seem that something was working correctly so I wanted to report it and see what others thought.
