I am trying to display a ,csv file containing UTF-8 data containing characters which haček diacritic marks - English transliterated from Eastern European languages. This characters are displayed in Calc as black diamond containing a question mark. The data is displayed correctly by Excel. How do I get this to display correctly in LibreOffice?
Do you have the right font installed on your system? What happens if you paste the CSV file into LO Write? What about pasting it into some other program that handles UTF-8 text?
On the window at opening the CSV select the language and character set, you can see at the bottom if the import it’s right.

Ah. I had to specify one of the Eastern European character sets rather than UTF-8. I picked Easter Europe (Windows-1250/WinLatin 2).
