I’m all but an expert concerning optimization. However, regarding the keywords you mentioned, I would suspect related engines cannot use the common dialög for already included solvers to get their settings/initializations.
To add something of the kind, it must be basically suitable for the usage of a spreadsheet as its data interface and container. Furthermore there should be a free and open implementation portable/ported to all the supported systems. A sufficiently rich UI must be created with Calc-complying means. You then can start considerations in what way the engine might be made available. If possible it should (first?) be done creating an extension in .oxt format.
