I need vertical space before text lines like in the image
The vertical ruler is of no use to position paragraphs or other objects. It only gives hints about their location.
To accurately space paragraphs according to the specification, design paragraph styles where you can give exact spacing distances (above and below paragraphs). However, these distances are only “separation” distances and you’ll have to adjust them progressively to achieve the desired result.
From the template, I see 4 paragraphs: one at top with two lines (to be set either adjusting lateral indents or using a line break Ctrl+Enter to force second line.and three others for various data. There is perhaps a 5th at 17 cm but I can’t tell as the image is clipped. Each should have its own paragraph style with spacing above set to the difference in position from the preceding one.
Note that the template shows reference to the top of characters, not to base line as is usual in computerised typography.
When asking here, always mention OS name, LO version and save format. failing this, we can only give general advice. Most suggestions will only work when file is saved as .odt since .doc(x) has not the same features and possibilities.
