I’m presently using the M.S. Windows Vista operating system which utilizes Windows Mail for email.
I’ve not yet downloaded your program. Language is American English. Component is Writer. My question is:
Will Writer interface with Windows Mail, allowing me to email documents written or stored in Writer?

It is likely that it can. After installing see menu File → Sending.
BTW, if you start writing a new email in Windows Mail and drag a file there or use the attach button you can attach any file from any program, even if these programs don’t specifically “support” it.
