Cannot Insert Section or Page BEFORE Table of Contents

I have written a software manual with a 2 page Table of Contents on the first 2 pages. I want to add a cover page, or a page BEFORE the TOC. Neither inserting a page break or inserting a new section is available on the Insert Menu. In the past I created the cover as a separate pdf and merged it with the manual after I converted the manual to pdf but this is very clunky. My next idea is to delete the TOC, add the Cover, then re-insert the TOC. IS this the only way? Thanks in advance.

A workaround:

1. Unprotect ToC (in its dialog, uncheck Protect against manual changes);

2. Put cursor to the beginning of ToC (Ctrl+Home);
3. Press Alt+Enter twice;
4. Update ToC to remove extra paragraph inside it inserted by the first Alt+Enter.
5. Protect ToC back.
