Can't access LibreOffice 25.8.4 release notes

Windows 11. Trying to access the release notes for 25.8.4 at this link:

I’m getting a “403 Forbidden” page.

I’ve tried everything. Disabled my VPN. Tried a different browser (Firefox, then Chrome). Tried it on my wife’s laptop using Edge. Tried re-enabling my VPN and setting it to a US server (I’m in Canada). All with the same result.

Any help, or an alternate link would be much appreciated.
