When I add a header and save…it is not there when I reopen the report

Reports can have multiple headers - Page and/or grouping. Your question states:
Report doesn’t import headings from Query
When dealing with data from query in headers, every record for the particular grouping must contain the needed data. In the case of a Page header, each record of the entire query would need this duplicate information. In the case of group headers, each record of that group must contain the duplicate information.

There are samples on the LO documentation post → LibreOffice Base Handbook. Under Additional Files you can download the samples. One contained inside the zip file is “Example_Report_Bill.odb” which again relates to groupings. You may also find the document there on Reports - Chapter 6 - of interest.
I also can say there was no problem with adding different headers with text (labels) on reports. This was using LO v6.1.0.3 on Mint 18.3
You may need to include more details (sample would help) on exactly where your problem lies.
