My interface language is set to English. But I want to write in German sometimes. At the bottom of writer is a field to select a language (marked in red) but German is not a choice. What do I have to do to change the spelling?

It depends. If you want to write a document entirely in German, following @Lupp’s advice. If you need to write in different languages in one document, it’s best to set the language for the Default paragraph style to the language that you use most and to use a character style for the other(s). If entire paragraphs are written in the other language, you can have a dedicated paragraph style for that language as well.
Do you have the German dictionary installed? Look at Tools > Extension Manager whether it is listed.
