Text boxes as well as all other drawing shapes are not “text” objects. They are graphic objects.
Writer manages a “text flow” and all its formatting power and attributes apply only to the text flow. The graphic feature (the “Drawing toolbar”) is only a courtesy tool offered as a reduced version of full Draw app capability. This is meant to add simple decoration to your main text.

Either use Draw to design a picture with versatile tools, picture you then copy and paste into your Writer document.

Or, in case you want to insert some formatted text aside your main flow in an awkward position, put it inside a frame. Note that text in a frame is not logically connected to the main flow, i.e. it is not “before” or “after” some location or “between” some words, it is separate from the main flow.
