The actions in the video are not “changing the position”, they are changing the base point of the position only. As you can see: the numeric coordinate values are changed, when you have changed the reference point.
The changing of the reference point is a temporarly setting: it will be changed only to the time of the setting, then it will reset to the base state. It helps the user to “determine” the relative position to the base point.
Try to drag the Title, or change the numeric coordinate values manually.

Isn’t there a way to “snap” the title in a centered position like other programs? Such as center left or center right or center?
You can write a macro for aligning the Title (or other selected object) to the “Chart area” or to the “Chart”.
Well, that’s some basilar feature, was hoping for some way to do this by using default commands
