You can add cliparts via extensions.

Maybe Menu/Tools/Gallery is what you are looking for.

As far as I know there are no cliparts in LibreOffice. Try Insert > Picture > From File … to import a downloaded clipart or image. Then drag around, wrap or scale as desired.
