Copy and paste from Libre Writer messes up punctuation... Bunch of weird symbols comes up

I have a Chromebook and when I paste from Libre Writer into other applications, the punctuation is all garbled as shown:

“Yeah, but we are out exploring! It’s fun! ¿No es así, miha?� Marcelo lightly kicked Neva in the butt. “Hey, asshole. Yes, it’s so much fun.

(Ignore my bad writing)

I am really not techy so please be gentle with me. How do I fix this?

It looks like your LibreOffice puts UTF-8 data to clipboard, but the other apps get it using a different encoding. Maybe your system encoding is not UTF-8?
