Make sure you use Styles in your document (Heading 1, Heading2, Text Body, etc.) and just Export as PDF as normal.
[Edit] If you want to force the pdf reader to display the bookmarks for your audience then in File > Export as PDF select tab Initial View and check the radio button Bookmarks and page. Note that this doesn’t create the bookmarks, it just make the reader display them.
If you are not seeing Heading 1, etc in your exported pdf then you need to display Bookmarks in your pdf reader.
In Adobe Reader if the navigation pane is hidden then click F4 to show it. If you still can’t see bookmarks then click View > Show/Hide > Navigation Panes > Bookmarks.
