Writer version 7.0.4.2 Custom margins changing top margin seems to automatically change right margin. Can’t change individually?

Yes you can.
You can upload a sample file here with the details of what has been changed and how and what should not be correct (Initial situation, change, what is the result and what is expected)… So someone can examine the file.
Doesn’t happen in version 7.3.4.2. Is there anything special about your document that might cause this behavior if it isn’t a bug?

Doesn’t happen on your sample file under 7.3.4.2, but I don’t understand your point on 0-margins.
Also you seem to have chosen tabbed UI (from the screenshot). This is really a bad friend as it encourages you to direct format your document instead of using styles. So, you may have done some mistakes under this UI. Revert to standard interface and redo what you try to achieve.
Reminder: margins are acessible through Fromat>Page Style.
Also a valuable help is to enable View>Formatting Marks to get an idea of the real contents of your document.
