when changing my documents from no spacing to default paragraph style, it is creating empty lines between each line which can not be removed
Is there any way around this other than rewriting the whole document ?

Any empty lines are in the document (hit Enter 2 times) and no paragraph style can remove them. Please upload a copy of the document, so we can see what goes wrong.
How to anonymize your document:
menu:Edit>Find&Replace…
Other options: Regular expressions = ON
Search: [:alpha:]
Replace: X
(post deleted by author)
menu:View>Formatting Marks [Ctrl+F10] shows the extra paragraph breaks.
menu:Edit>Find&Replace…
Under “Other options” check “Regular expression”
Find: ^$
Replace: Empty, nothing, nada
Button [Replace All]
Now find the hard formatting:
Clear the “Find” field in the replacement dialog.
Button [Attributes…], check underling.
Button [Find All…] selects all underlined snippets.
Close the dialog.
In the stylist double-click the “Heading” style.
Ctrl+A to select all the text.
Ctrl+M to remove all the hard formatting, such as underlining.
Add underlining and the right spacing to the “Heading” style.
I tried everything and nothing would reformat the document without creating empty lines inbetween
The easiest solution i could find was to copy the text to a plain text document in notepad and then open a new document in Libre with default settings, then copy the text back from notepad to Libre writer
There are no “empty lines”, more exactly empty paragraphs in your document.
You created No spacing and set in Indents & Spacing
tab vertical spacing to 0cm. You then (or beforehand) modified Default Paragraph Style Indents & Spacing
to 0.35cm below paragraph. This spaces apart paragraphs and can’t manually be removed because it is a property of the paragraph style. You must tune this spacing by adjusting style properties.
Styles in Writer are organised hierarchically. Default Paragraph Style is the ultimate ancestor of all styles (except No Spacing you managed to put outside the hierarchy). Whatever you change in this style is forwarded to all other styles. Therefore it is intended to set your preferred geometric and typographical defaults. The “normal” style for your contents is Body Text to avoid conflicts with headings and other logically separate “parts” of your document.
