You can also create documents in Writer and Calc, and export them as PDF.
As a pdf reader use a dedicated reader application like Adobe Reader, foxit Reader or other. They are really easier to use.

For simple editing Draw is an acceptable choice. It imports text as single editable lines; for little changes this is okay. For import of longer text and table sequences which are to be edited an OCR program like Abbyy Finereader or IRIS or Word 2016 are definitely better alternatives - but they aren’t “free” and you have to buy them.
