Draw - cannot adjust shape size (rectangle)

I am new, but I have never seen anything like this before.

I want to specify the shape an size of a rectangle. When I mouse near the edges of the shape, I get the two-arrow icon. I cannot adjust its size. Nothing happens as I drag it to a larger size.

I then try to right-click the shape and select Position and Size…. I specify the width and the height, but the shape never changes size after this operation either. Anyone know what’s going on?

I create a Draw document, add a rectangle, save and close out. Then in a file manager I set file properties to Read Only, I can replicate some of this. Do you have write permissions for the file in its location? You should see a warning in Draw however.

EarnestAI, yes I seem to be able to save the file in the Documents folder.
I have upgraded the whole office suite after I posted, since I noticed I am using an older version. No change with the rectangle. I want to be able to resize the rectangle to a 2cm height. Thank you for the help, guys.

Right-click in the text and select Text Attributes. In the dialogue that opens untick Resize shape to fit text
