Arch Linux LibreOffice 26.2.3 but also previous version fails to create epub, it does not open the correct popup to select the version and the details it opens only a generic window with a save which fails.

Packages for archlinux are not created in LibreOffice.
It may be a specific bug in the installation package or a missing dependency.
Try installing the Writer2xhtml extension which has an epub converter Writer2xhtml » Libreoffice Extensions
- I do not remember if you need Java (or OpenJava) instaled.
