When I open some of my pdf files, I get the following error ‘Version Incompatibility.
Incorrect file version.’. It does not happen on all my pdf files, only some of them.
This is probably hard to answer without a sample file.
One possibility would be that these PDFs were saved in the latest PDF version.
This is not supported by LibreOffice.

Because the LO is not a PDF editor software.
Otherwise your sample PDF document is pasword protected. What is the password?

I can open other pdf files in LO.
Yes you can do some cosmetics in the Draw application. Nonetheless the LO is notr a full featured PDF editor.
I just opened the PDF file in my free Adobe Reader, and then printed into PDF by usage the MS Pdf printer. Then I can open it in the LO 7.4.6 Draw application.

Thanks for your help. I just could not understand why LO opens some of my pdf files, but not others. I think I will set my default to open my pdf files with Adobe instead.
Yes, it is the right way. Use a PDF reader sofware for reading/printing PDF files.

It is OK to mention LibreOffice deficiencies, and where appropriate, suggest better alternatives. It is not OK, however, to create impression that the problems like this are the intended state. While LibreOffice does not try to become a full-featured PDF editor/viewer, this problem discussed here is a bug, and first of all, needs a bug report with a sample (already available here).
