I fully support the complaint.
I checked the offending file (and the one I “massaged” to answer). I couldn’t find any “monster image” in it. Only one file in the zipped ODT is 527k. Total is 1.1 MB, well under the 4MB limit.

Should work now. As could be seen in the 413 error page for the POST /uploads.json request, it was an upstream bug in the reverse proxy (client_max_body_size doesn’t work in named locations) not a frontend misconfiguration.
