Also try to repair LibreOffice in Windows “Programs and Features”.

First steps to take before submitting a bug

General Installation Issues (Windows)

It might not be entirely a LibreOffice issue. Have a look at this offsite link, the first two steps to run a SFC scan to check and fix disk errors and then to reinstall LO might be sufficient to solve the issue, possibly just Repair LO from Control Panel > Programs and Features. The URCTBASE.DLL is the dynamic link library file associated with Microsoft Visual C++ redistributable package.
Please try these steps:

  1. Try to repair all the Visual C++ files in Control Panel > Program and Features
  2. Try to run Microsoft Visual Studio to repair all the C++ DLL files
  3. Restart Machine
  4. If that doesn’t work then try repair all the Visual C++ files then clean install Adobe application.

If all this doesn’t help, please contact Microsoft to get the windows dll repair.

Thanks xxxxx. I’ve booked marked those links for future reference.

After I posted I checked to find there was a repair option for LibreOffice and ran that. No more termination while idle. I’m embarrassed I didn’t think about that before posting.
