Which OS? If Linux, and if provided in your OS repo, then - whatever HarfBuzz is provided by your repos; the minimal supported version is 5.1.0. If a version that bundles HarfBuzz (e.g., self-built without --with-system-harfbuzz; or a TDF-supplied package like those DEBs/RPMs/MSIs), then 8.0.0 (as per https://gerrit.libreoffice.org/c/core/+/154320).
