There are at least two ways to achieve that depending on the structure of your document. Generally speaking, a header or a footer are attributes of a page style. Consequently you must customise or create a page style.
This is the common case of a cover page preceding topic pages.
Use then First Page page style for the cover. This style automatically switches to Default Page Style at end of first page, either because text overflows the first page, or because you forced a page break with Command+Enter.
All you have to do is to customise both styles to request or not a header and/or a footer.
As an example of this context, think of a chapter where you want the first page to be different, but all pages are laid out by the same page style (so that margins are guaranteed to be the same, even after a modification).
Open the page style configuration and go to the Header
or Footer
tab. Untick Same content on first page. Headers or footers are now different on page 1.
