I’d like to create a master document that contains two subdocuments that require their own separate tables of contents. Is that possible, and if so, how do I go about formatting the subdocuments so that each can have its own TOC?

When you create a TOC you can choose to build it “for entire document” or “for chapter”
Problem is, Writer defines as “chapter” a level 1 heading. You cannot choose which outline level is considered as chapter. So each of your subdocuments needs to start with a Level 1 heading in order to get a partial TOC working. Then on the master just insert an “Entire document” TOC.
“Problem” is not a correct word. It’s a rule that needs to be followed, the precondition that allows machinery to run. Plus, you can choose what is level 1, using styles’ or paragraphs’ Outline & Numbering -
Outline level setting (you may need to edit Chapter Numbering to that effect, without that, you will not be able to change headings’ levels).
@mikekaganski It IS a problem if you group your “Chapters” on “Parts” (or “Books”): if you use level 1 for Parts and level 2 for Chapters, then you cannot make use of partial TOCs because they will list all the “chapters” on the “part” instead of just the sections on the current chapter. You can work around the situation by setting both, Parts and Chapters as “level 1”, but that have its own shortcomings so it is not as easy to use partial TOCs on Writer as it is on LaTeX.
@mikekaganski, So? I’ve never said that on Writer it’s impossible, I’d just said that’s not optimal. On your “method” you need to do a lot of work to give the TOCs a decent format: In fact it makes no sense for partial TOCs to display the current chapter. There are other workarounds to solve even that, but all of them are hacks, not proper solutions. Please, do not react as a classic fanboy. I’m not attacking Writer. I love Writer: I’m just saying it’s not perfect. No software is perfect.
I’m not attacking; I just saw you saying “cannot”, so I figured I could help you with an example. I’m sorry that you take it that way.
Also, I’d love to see an enhancement request regarding that; either existing one, or a newly filed if it wasn’t yet filed before.
