I have two pdfs from when I was doing this using a different printer, manually. One is pages 1 & 4 and the other is pages 2 & 3. I would also like to make booklets with more than 4 pages but don’t need to do that today.

You would be better off to use a program designed to manipulate pdfs.
If you use Windows you could look at PDTK Pro, see blog on how to collate odd and even pages using that tool. Other tools will have their own methods. If you want to it manually and the pdf opens OK in Draw you could just rearrange the pages.
If you are on Windows then Adobe Reader print dialog has a setting for printing to booklet.
