Using LibreOffice Draw 7.4.
Created a rectangle, want to change the border to solid.
Select the rectangle.
Menu: Format / Line… / Line Styles / Line style:
Big list of optional styles covering Dots and Dashes, but no ‘Solid’ style listed.

If you used the Rectangle tool then it already has a line.
You can change the colour to differentiate it from the fill. I find it is easiest to use Sidebar > Properties > Line and then
- change Colour to desired, black maybe?
Also
- the default line thickness isn’t always suitable so you might want to change that; I often set it to 1 pt or 1.5 pt.
- If you decide the Continuous line is not suitable after all, then you can change it in Line
