After upgrading to LO 7 on my Linux Mint system, every time I start Writer it tells me that it is the first time I’ve started it and asks me if I want to review the release notes. It also always displays tips even though I tell it I don’t want tips on startup. I would guess this is due to LO not being able to create or modify a ‘first use’ flag file or tips config file, probably due to directory ownership/permissions. If so, what file is this and where is it located?

try to reset your LibreOffice user profile - this sounds like a user profile corruption.
To reset the user profile perform:
- Start LibreOffice
- Start in Safe Mode using
Help -> Restart in Safe Mode
and confirm the restart using button:Restart
- Archive your profile expanding
Advanced
(click on the word Advanced right aboveHelp
button) and clickArchive User Profile
button - Select option
Reset to factory settings
- Activate
[x] Reset entire user profile
- Click button
Apply Changes and Restart

If you find useful and relevant info in an answer, you could upvote it even when you don’t arrive at a solution to your issue. If you find that the answer is muddying the subject or otherwise contributes in a negative way, a downvote is sometimes in order.
