Found my answer. Tools > Options > LibreOffice Calc > General > Input Settings > tick “Press Enter to switch to edit mode.” Easier than F2.

For me F2 on LibreOffice 6.3.1.2 (Win 10 Pro, x64) works. Did you customize keyboard shortcuts and/or did you already try using Safe mode to eliminate your user profile as a cause of your issue?
