Basically, I don’t want my background image to move around when I’m putting stuff on top of it.
Your specification is rather terse. I can’t give definitive answers, just hints.
Try to put your image in a different layer and make this layer not selectable after sending it in the background.
When you have selected the image, right-click on it and choose Position and Size
from the context menu. In the Position and Size
tab, click Position
for Protect.
This protects the position and size of the image.
Surely it is a good idea, as suggested by @ajlittoz , to keep the image in a separate layer.
Good suggestion but when protected anything inside the protected image is nonselectable, so it is nonviable for my work. But thanks anyway.
@ajlittoz Please excuse my brevity of words as English is not my native tongue. Why is it that when I lock a layer I can still move it?
When I lock a layer, any object in it can’t be selected nor moved. So, what do you mean by “moving a layer”? What exactly did you do?

Okay, I think I got it now. So before I insert an image to lock it in place, I set a layer for it by inserting/naming a layer. Then lock that layer before choosing another layer to place other stuff on top of the locked-in-place image. And I see that small Layer tabs show up on the bottom of the Draw screen.
