I’ve found several answers to this question for v4, but it looks like the feature has been removed for v5. Can someone help me out with this? I managed to do a workaround by just making the picture take up the full page, but that doesn’t work nearly as well as actually just having it as a background.

You do it via the Style.
- open (menu):
Format
→Page...
→Area
(tab)
- Click
Fill
& chooseBitmap
- click
Import Graphic...
(choose image + OK) - (choose format options to choice)
- press
OK
That’s it. Not that difficult.
Update 2015-10-07:
Trying this again just now there is no Import Graphic...
button at bottom right (as there was last time I was writing this reply). I have zero idea what is different now to 25 hours ago. No updates of anything.
The Help says that you need to be in a Draw page & go to the same place. In that case Format actually has a Background
tab (which it does not in Writer). However, there still isn’t an Import Graphic...
button at bottom right.
It is yet another wonderful bug for 5.x to join all the others. Please report it.

Version 5.1 (current trunk) has Page > Area > Bitmap > Insert Graphic and from Gallery right-click > Insert as Background > Page.
