In Writer, when I press enter it creates a paragraph break. I can copy and paste that into Impress too.
However, I can’t figure out how to do that in Impress. Pressing Enter does nothing and Shift+Enter just makes a new line in the same paragraph, not a new paragraph.

Pressing Enter should create a new paragraph. If you are splitting a paragraph in two and the cursor is at the beginning of a line then the effect might not be obvious.
Try in safe mode, click Help - Restart in safe mode - Continue in safe mode. Does pressing Enter work in Safe Mode?

It works in safe mode!
What could possibly be wrong? I rarely use Impress, mostly use Writer, Draw, Calc and never had this issue on those applications.
There might be some corruption in the user profile, read this link carefully LibreOffice user profile - The Document Foundation Wiki.
Close LibreOffice. Backup the user profile first, either by renaming it, copying it to another location, or other method.
If you renamed the user profile then start LibreOffice to create a new user profile. Close LibreOffice and copy the folders back to the new user profile.
Otherwise follow the directions in the wiki page
