I want to roll back to my earlier version due to bugs with the forms I have set up.
I understand that I should uninstall the current version and install the new version I want. I have some forms set up in Base, will I still be able to open them ok?
There are not many changes to Base. Expect no problems there.

But always: Backups of your files are useful and I would also recommend to backup your user-profile.

One area where you should expect problems is modern encryption. Check relaase notes, if you use this. (As ODF Wholesome Encryption was introduced in 24.2 your planned 24.8 should also be ok.)
You could try to use a portable version of LibreOffice, e.g. LibreOffice Portable Previous | PortableApps.com. It can be used independent from your regular installation, even from a USB Stick. If such portable version solves your problems with Base, then you could keep a current LibreOffice for all of your other work.
