How Do I Register My Existing Database

In help.libreoffice.org Registering a database:
To register an existing database file: 1. Choose tools-options-libreoffice base-databases
2. Click New and select the database file.

I have not been able to find anywhere in LibreOffice where I can click “tools” and find “options” as an available choice.

You must be a Mac user - see LibreOffice->Preferences. That is where the options are.
