Never use foreign file formats for ongoing work, especially DOCX/XLSX/PPTX. Work with ODF and only after finishing export to another format. Just search this forum and you will see that working with those formats, especially DOCX, is a straight way to data loss.
I absolutely support what @gabix advised. However, LibreOffice does contain a footgun for those who definitely want to make their lives more challenging. It is located at Tools-Options-Load/Save-General. You select document types from “Document type:” field one-by-one, and for each, you choose corresponding default save format in “Always save as:” drop-down list. Also note, that LibreOffice will stop issuing warning about possible problems for that type!

For enterprise deployments, you may use information available at this wiki. As mentioned there, “default format for documents … cannot be set during silent installation”. So, if you use Windows, you have a choice for post deployment configuration between registry backend (e.g., ADMX), and .xcd files. On other platforms, only latter is available.
