When I make changes on my documents, the words, “insufficent user agreement” appears and won’t let me make new changes.
Could it read “insufficient user rights”? Using a file manager check that you have permissions for the file or the folder. While you are there turn on show hidden files and see if there is a lock file there, starts with .~lock. if the file is not open with you or somebody else you could delete the lock file.
This seems to be a common Windows thing, especially if you use WiFi, or if it is ready to update windows or just has but has not yet rebooted, needs twice sometimes. Are you using Windows with files on a mapped drive? I find I have to open the mapped drive in Windows Explorer, just once, before I can save from LO.
Might be easiest to do File | Save As and give it a new name. Then work on the new file. Cheers, Al

Really? Does this stop you from making changes, or from saving the document with changes you made? In other words, do you get the message while editing or when you try to save?
Also, you say that “Words appear”. Do they appear as part of your document text, in a popup message box within Writer, or as a system alert (typically a badge in a corner of the screen - around the system tray area of the taskbar if you are using MS Windows)?
Please share with us the version number for your software. The About LibreOffice item in the Help menu will pop up an information poster where you can find that number. Operating system (platform and version) may also be useful, if you can provide that.
