I have created a document in Writer and pasted a couple of pictures in it. Now I want to add a new paragraph AFTER the last picture but I can not do it. My text always shunts the last picture down so my test appears BEFORE the picture. How can I add text AFTER the picture?

Your pictures are inserted in frames which interfere with text flow. You need to set Wrap property to choose a “mode” where text will flow gently after the frame.
To explain the recipe in an adapted way, attach an anonymised version of your document (where every private information is removed). One page is sufficient.
