Suggest them to install the free LibreOffice. (As they must install free or commercial viewers/editors for ANY file formats).
As I assume your cryptic question relates to the answer to your earlier question your file includes a macro to work.
Therefore you need LibreOffice to make this working. Macros usually can’t be transfered in other formats. (However OpenOffice may be sufficient, as a lot of the code is identical)

No. If they have to install a software anyway because they don’t have anything that would open .ods with macros then they should install a recent LibreOffice, not the old legacy OpenOffice.
