It’s very difficult to bring positivity to the forum when all I feel is negativity trying to do anything with LibreOffice.
I have 2 issues:
1 I have downloaded the offline help file, and installed it in every folder in the libre office directory and still it does not work. Can someone please explain what might be going wrong?
2 I have the portable version and when I looked at how to update it said it would update the old version without losing your existing customisations. However, I just installed the latest version from LO website and it has deleted everything. It’s like a new squeaky clean installation. Can someone help me understand what I did wrong please?
So - the first important fact is “I have the portable version”. Now - what was the source of information that “said it would update the old version without losing your existing customisations”? Portable version is maintained by a separate project - in fact, several portable distributions exist just for Windows (PortableApps and winPenPack are the most well-known ones), and you never told which one (and which version) you have (and even which OS you use). They are independent of LibreOffice (even though one of them is listed on LibreOffice downloads page), and then it’s important to upgrade a portable version using same project’s package. What specifically you had; which specific instructions you followed; which exact package you downloaded; what steps you did; and finally, what exactly you saw after that, and what you expected to see instead?
Now that you told that you have a portable version, it’s important to know what you did to install help. In general, any distribution changes the way how LibreOffice is installed; help files that TDF distributes are created to work with the LibreOffice packaged by TDF (i.e., not the portable packages). It seems that portable versions packagers aren’t eager to provide respective help packages; this Ask site has some workarounds, but all of them are hacks. I would say, that it is not intended by the portable versions authors, that you install offline help - and you may complain to them about it. Now again: what specifically you downloaded; which specific instructions you followed; which steps exactly you did; what you saw; and what you expected? The “does not work” may even indicate some misconception: since version 6.0, local help shows in a browser, which may make some users not realize that they in fact see an offline help.
All of your answer is patronising and saying I did wrong and I should learn how not to do wrong.

The comment is a series of questions and some comments to guide you away from some possible incorrect conclusions. Only you know what operating system, it might even be Linux with the app running on Wine, what type of portable app, if you installed an upgrade to the portable app or installed a standard version. In short nobody can answer your questions without further information.
BTW can you retag your question to common because base refers to the database component.
