How I insert a horizontal line anyway?

I tried, but this does not work.
IMHO, don’t consider such an horizontal line independently from your text. In a document, a line (be it horizontal, vertical or oblique) has no meaning per se. It has always a relationship with your text.
The case of an horizontal line is specific. It often highlight a “transition” between different significances. Therefore, it can be attached to a specific paragraph style. Then this “line” becomes a top ot bottom border of the paragraph. You can control its width and distance to text.
It hasn’t “disappeared”, it was moved to the correct position (under Styles menu, because it’s not a command, but a style). See tdf#124673.
