How do I install the ttf-mscorefonts-installer for libreOffice on windows(not linux)? I really need those fonts and are there any ways to get those fonts on windows?
This is not a LibreOffice question at all. LO uses whatever font the OS provides. Consequently, ask your question on a Windows forum.
ttf-mscorefonts is an open replacement for proprietary M$ fonts. Since you are under Window$, you have the original M$ fonts. So why do you bother to install third party packages?
If you are faced with an LO issue, edit your question to explain why you “need” ttf-mscorefonts. There is probably a solution for referencing the original M$ fonts based on a replacement table.

Not exactly.
The package installs Microsoft Core Fonts for the Web, a pack of non-open, but “free” (as in “free beer”) fonts supplied by MS once.
