How to make a banner using libre office?

I suggest you use Draw. It allows content spread to a 3m (near 10’) wide page, and supports spreading the page printout across multiple sheets.
Edit: If you are running the latest LO version, you can have 6m (19’ 8"1/4). Thanks @Hrbrgr!
With other apps you will run into limitations at design and print time. (At least there were severe limitations last time I checked, which admittedly was a long time ago…)
you can set the page to 6 x 6 m in Draw
And you can so in Writer and other apps, as I just found. I also determined that Writer’s misbehavior with wide text areas persists. In v.6.4, when you set margins for a text area wider than 1155 mm, actual text width in use starts from zero again.
It seems that the line break position is calculated as
<text area width> mod 1155
To me it looks like a calculation using unsigned integer with insufficient length. Strange to encounter …
So the advice to use Draw still stands (as you seem to concur).
Hello Keme, thanks for your advice but I am not good with technology and I just got a new computer and with it came libre office 6.4 I used to have micorsoft office and that was relatively easy to make the banners. If you have the time would you please explain to me once again how this can be done using libre office? I tried draw but the banner came out with six blank sheets and partial printing of my request. It appears I have no idea how to set the boundaries or get the proper size. When I look at the preview I have no idea how it is going to look when it is through being printed??? denny
