How to make the text formatting toolbar permanent in Impress in 2025?

This has been asked but as users have had issues with this going back almost a decade, answers no longer work, so I’m asking again.

This drives me insane. Every time I click on or away from a text box, the Text Formatting toolbar appears and disappears so the slide resizes or jumps down the page (to make room for the new toolbar). This constant jumping around will not work for me, I can’t do it.

Everything I have tried does not work. Manually selecting that toolbar under View gets reset every time, so it does not make it “stick”. I can’t customise a toolbar under view because the Text Formatting option is nowhere to select it. I can’t make the toolbar floating because there appears to be no option to do that (no way to drag that toolbar or otherwise make it floating).

People have been complaining about this since 2016. I get that for most people this is probably a nothing issue, but for people like me with this particular brain splinter, it’s genuinely unusable.

If I click on a blank part of the slide, I see the Drawing toolbar on the second row.
If I click in a text box, or double click a shape, then the Drawing toolbar disappears and the Text Formatting toolbar appears in the same row. That is, there is no jumping because the same area is still allocated to the slide.

I suppose you need to enable the Drawing toolbar too
