Let’s assume you mean “command line”, and put this aside for the moment.

LibreOffice was never designed as pdf-Editor (and pdf itself is a nightmare to edit “by design”). Usually a pdf would be opened in Draw as graphic object, or you could try to import to Writer.

Let’s assume you successfully loaded a pdf. What then:
- Shrink 20 pages to fit in the same page as before.
- Enlarge the page to a single row, resulting in a 5 meter wide page (if possible
- Something else
Now try, if you can do this in LibreOffice. If it can be done, the check, if you need a macro or if command-line is possible.

But my first attempt to solve a problem like this, would be to load the PDF in Acrobat-Reader and use the programs capabilities to print multiple page on one page. Use a “print to pdf”-printer as destination. Imho most OS now have one. I don’t know, if acrobat has much options on the command-line.

Maybe PDFsam for Split And Merge could be a better tool for your task.
