I want to print a text document written on LibreOffice to a 4.5 x 6.6 in. paper. How can I do this?

First step:
You edit the page-style(s) you use and set your page size.

How can I change the paper size?

The most secure way is to set a new default template. On an empty document go to the style editor (F11), select “page styles” (4th icon from left to right) and modify “Default Style” to change your page settings. Optionally, under “paragraph styles” (first icon) modify the “Default style” to set your preferred font and language. Now go to File → Templates → Save as template, select a category and give a name to the template. Finally, on File → Templates → Manage templates do a right …

Then you need to convince your printer it has this format, so you can print on this. (My current Epson always complain, if the setting are not identical.)

This might (probably does) mean changing a setting on the the printer itself after you have loaded the 4.5" x 6.6" paper.
