Your operating system might have a function to assist. Look in your operating system admin for settings related to ease of access, accessibility, etc

Text to speech is not built-in to LibreOffice. The extension centre has a couple of extensions to assist in aiding the text to speech process. I briefly tested the Read text extension in Windows a while ago and it connected with the Windows text to speech OK

Read Text Extension uses an external program or a web service to read text. Read the selection with Calc, Draw, Impress, Web Writer and Writer.

NVDA screen reader might be an option; they seem to be interested in compatibility with LibreOffice.
