When I create a comment box in the calc spreadsheet I don’t seem to be able to adjust the size of the box, eg. height, width. Should I be able to do that and if so how?

You are right, unfortunately it is no more possible to resize the comment when created. We must create the comment then Right click▸Show Comment. We can then click the comment to resize it.
There is a bug report tdf#68695 for this.
