I installed LO 6.4.xxxx and can no longer open files on my laptop.The message is "cannot locate the file"

i have mostly resumes and receipts & assorted images and I can see the file icons I cannot open them.

are there any files listed from “File-> Open” or “File-> Recent Documents” ?
are they visible outside of LibreOffice ? say in file manager

I suggest you ignore the Recent Files list that you are presented with, for a while at least. Instead use your Operating System’s (which one?) file manager to locate your documents and double click on each one to open it. Then they will appear correctly (updated) in the Recent Files list.

I suspect you are using Windows 10 (?).
